Optimal use of Target and DTM ?

Question

I have a scenario to use both Target and DTM. How can we use cloud solutions(Target and DTM) to integrate with AEM in optimal way to achieve faster response. Currently we have lot of performance implications using DTE and/or Target. Please share best practices and performance check list on DTM ,Target and AEM integrations.

Another concern is imposing restrictions to the author to use only specific set of segments and traits in the applications. How can we implement that currently we have 3 roles in target and it doesn't support the scenario.
