Mobile SDK - Target

Hi,

I have a question about the Target functionality within Mobile Apps. Can we change the settings in Target on what users are served in Target without having to update the Mobile App via App Store?

--Senario--
User1: Served homescreen with 'X content' based on a variable.
User1: Served different homescreen with 'Y content' based on same variable, but settings are changed in Target.
