How to Post a Question in the Adobe Target Community

How do I post a question here in the Government Community?

You post a Question in the Community by clicking on the Blue "Ask a Question" button at the top left of the interface.

That is the wrong answer. There is NO blue button that says ask a question. I looked and looked and there isn't one. 
Next suggestion please

It's actually kinda bs how this is not intuitive at all. 

Adobe Customer Support is LACKING.

I don't see a blue ask button either, please include a screenshot - showing the button and/or a link to the page that contains the button. Thanks!

Hi, I am trying to post a few questions on the Adobe Premiere Elements, but the blue disk usually does not appear at all, and there is no Ask a Question. Is that because in 2025 the option to contact others about problems with the software has disappeared? I found an option to Post a new Post on the top of one of the forums, but that does not work either. And they don't have any option to contact them either. It all sucks!
