Duplication of Banner added to SPA

I'm working on getting a banner added to an web-based SPA using Target 2.3.1 via the newest Adobe Launch extension and I've got a banner set up to be added before a certain div.  However, when I navigate around the app, I keep getting additional banners inserted above the one that's already been added, which continues to happen every time I click around within the area that is set up for Page Delivery within Target. 

I'm using Change in Data Element based on the page URL, but I'm getting the same results when using History Change.  

Any ideas?
