Is it possible to use Customer Attribute/People for unauthenticated website? Trying to upload offline data into Customer Attribute and planning to use that in Adobe Target. Also, can i use Experience cloud ID/Eloqua ID as CRM ID to upload into Customer Attribute to target the users.

Yes you can use Customer Attribute for unauthorized website, but you need to make sure that implementation is proper and you need to set 'authstate' to Authenticated.
Because in order to deliver Target experience based on Customer Attributes it is must to have.

But how do you sync an ID with multiple Experience Cloud IDs since Experience Cloud ID is generated differently every time and stored as a separate CRM ID? So, functionally not advisable

If you are using Experience Cloud ID as your CRM ID and did proper implementation/integration, then why not? Technically can.
But how do you sync an ID with multiple Experience Cloud IDs since Experience Cloud ID is generated differently every time and stored as a separate CRM ID? So, functionally not advisable.

In this scenario, is it advisable to use Eloqua ID to upload into Customer Attribute? Not sure, if there is any recommended option to use Customer Attribute for unauthenticated website?
