Creating Target Audience with more than 1000 criteria items

We need to set up Target audiences based on a list of 10,000 ZIP codes.

Target saved the audience without issues and editing the audience reveals the full list – nothing is truncated.

But I recently came across this in Target documentation:(https://docs.adobe.com/help/en/target/using/troubleshoot/target-limits.html)

Recommended limit : 1,000 values.

This refers to the number of line-separated values in the targeting text area. For example, entering 1,000 zip codes into a zip code target.

Can we chain together audience ZIP criteria with OR statements? Will this collectively still exceed the limit?
ZIP Code =  group 1 – 1000
OR

ZIP Code = group 1001-2000

OR

ZIP Code = group 2001 to 3000

OR ...
