If a user comes on website and basis his behaviour his favourite category is allocated(using category affinity functionality). Now if the user comes on the website after 90 days, will the favourite category will remain same or he will be treated as a new user?

Target cookie will expire after 90 days of inactivity (or the respective visitor profile lifetime of the account), so target will no longer have the information about this user.
After 90 days of inactivity, visitor will always be as a new visitor.
