I am unable to save an existing activity after making modifications, as it throws an error "Invalid user input". This issue has been observed following the VEC updates by Adobe. The Adobe Target Standard/Premium 25.2.1 release (February 17, 2015) introduces an updated Visual Experience Composer (VEC). Please refer below screenshot:

As I spoke yesterday with one of the Adobe customer support team for my issues .. he mentioned that there are some UI level changes rolling out for every customer who are using Adobe Target. So I suspect this might be issues here.
I would suggest to raise an Adobe ticket and keep the ticket priority is high based on your business case and please described the issues with screenshot so they can provide the right update to you.

However, I still see that the issue has not been resolved for me either. Fortunately, there is a quick workaround that I follow. You need to create the activity in the Default workspace. Save it without making too many modifications—just do what is necessary and then save. Once it is saved, you can edit the activity again according to your requirements, including any audience(s), and then save it again. Finally, test it using the preview link generated.
even making a slight change after creating new activity is not working for me. so frustrating.

I recently was given access to the new UI, and I too am now experience the "Invalid User Input" error preventing me from saving an activity built in the new UI. What is the resolution though to have solved this issue?

The quick way to resolve this is to raise a request with Adobe Support team. Their engineering team will do the necessary debugging to fix the issue. I hope this improvement is effective for all users.
The issue absolutely still persists. Not fixed.
