Your understanding is correct, Data lifecycle works within AEP while Privacy Service work across Adobe solutions and based upon identities in userIDs property and Adobe products in include property of a privacy job it impacts multiple Adobe solutions. So for example, if you provided an ECID in userIDs and listed Adobe Analytics and Adobe Audience Manager in included products in a privacy delete job, it deletes all data linked to that ECID in both AA and AAM.

These two type of requests are meant for different purposes, GDPR or Privacy Service requests are for compliance with consumer rights, while Data Lifecycle requests are for data management within the system.
Privacy requests are used to fulfill individual customer requests to access or delete their personal data, while data lifecycle requests are used to manage data retention policies and remove outdated or unnecessary data within the platform.
So basically you should use privacy service when you receive a data/profile delete request from a customer and use data lifecycle when you want delete data/profile based on your organizations requirements like data cleanup or keeping within AEP thresholds etc.
