Datasets not visible for everyone

On my env would work people from 3 different entities. 

I would like label datasets in that way:

1. Entity 1 users - they would see only datasets with entity 1 data

2. Entity 2 users - they would see only datasets with entity 2 data

3. Entity 3 users - they would see only datasets with entity 3 data

I did this excercise by using Labels.

I add custom label to the Entity 1 Dataset and did not add that label to the user group to which Entity 1 user does not belong to. 

But this did not work. Any ideas?

I noticed that the label needs to be assigned on the Schema Level. Then the Datasat is visible (but user cannot preview the data).
