Data Governance - Audience with Data Labels & Target destination

I labeled Target destination like that - "Onsite Personlization":

Then I tagged audience like that:

C4 - No targeting of any type

C7 - No on-site content targeting

 

However I still was able to activate this audience:

Why I was able to activate that audience? Am I missing something?

@Michael_Soprano AEP does not enforce labels/tags automatically, labels are used in conjunction with data usage policies to restrict usage. You need to define a data usage policy in Data Governance like: Audiences tagged as C4 or C7 must not be activated to destinations labeled as 'Onsite Personalization'. By doing this, AEP will block activation attempts and notify user during audience export/destination mapping.
