Creating an audience based on Campaign Email Delivered

I want to create an audience of individuals who received a specific API triggered campaign. What is the best way to ensure that only the people who received the email are in the audience.

To put it another way, we have built an API triggered transaction campaign, I want to build an audience based on the people who actually received the email, excluding those that bounced or errors etc.

I have tried building an audience based on the Email Delivered event and tried multiple combinations of campaign version ID, Action ID, Campaign name etc but when I estimate the audience size I continue to get zero. For reference, the test population of campaign is currently below 10.

If the test population of the campaign is below 10, then it might just be an error with the adobe audience estimator. I would save or publish your audience and wait 24 hours for the segment job to run and then check back to see your qualified profile size. Typically, if your audience has an extremely small number of records, they will not fall in the sample population used by the audience estimator so your estimate will show up as 0. This has happened to me many times.
