AEP - IP Whitelisting for External Source Connections

Scenario:
As we understand, for a customer's AEP instance all the sandbox's (DEV and Production) would be hosted in same region. So whitelisting AEP's IP mentioned in above link would be sufficient for all customer sandboxes.


Question:
Is above understanding is correct?

Correct for source connections you should use the above whitelisting of IP address for source connections.  This is the source connections are in the same region.

Correct for source connections you should use the above whitelisting of IP address for source connections.  This is the source connections are in the same region.
