Adobe Launch Max Frequency Rule

I am having issues with the Max Frequency Rule in Adobe Launch. Is there a trick to getting it to work. As of right now I want my rule to only fire once per pageview, but it doesn't seem that setting it to the default of once per 1 pageviews is doing the trick. Is there something I'm missing?

Could you share more info on the Max Frequency rule? I'm not seeing any events or conditions that match your explanation so far.

The rules I have in Launch typically fire on Core - Page Bottom, and they only fire once per page load.
