AA Cookies not being set on my dev site

Hello.  Hopefully you guys can help.  I'm adding AA analytics to a new site using a current launch property.  The new site is basically laid out the same as my other sites, besides the domain, which shouldn't matter I hope.  I'm firing one page view rule (acdl.cmp:show.global) which pushes the aa variables and sends beacon (see attached AA setting ).  I see the rule firing but not seeing any of the s_ cookies appear and nothing is being captured in debugger.   We use Onetrust, however I've disabled it just to rule it out.  

For context, this site had GTM, however, we've removed.  The site has adobe launch url, datalayer object and my datalayer.js file, so the setup is correct.  

 

I'm not sure what I need to do to get this to work. All my other sites work fine and setup isn't any different.  The only thing I can think of is this site was using GTM before.

@ropatel-bnym , Have you configured Experience Cloud ID Extension? Do you see any AMCV cookies? Usually AMCV cookies will store your unique ECID. s_ cookies are usually set if you are utilizing any plugins. For ex:- s_gpv is set if you are using getPreviousValue plugin. s_nr30 will be set if you are using getNewRepeat plugin.
