Which workflows get listed in dropdown list?

If you create a form and go to assign workflow and hit the dropdown link, only 3-4 workflows are listed. However every new WF you create gets listed and is available. There are > 100 workflows if I go to tools/workflows. So what property determines that a specific workflow who in the dropdown?

cq:tags with value workflow:wcm should add in the drop down list.
