Where is the data collected with Context Hub Stored? Locally? Server Side? Cookies?

Its a client side JS object. The object is persisted in browser storage either in session or globally or cookies depending on the persistence mode of the store. See persistence mode section on this page - Adding ContextHub to Pages and Accessing Stores
