When click the one tab only showing one button ?

there are 3 heading to show 3 buttons but when clicking the one heading shows only one button.

    when click the drag component to place the anchor-link-container .while opening the anchor-link-container to add a set of components  but issues were  added the policy doesn't show, drag component policy was reflected  the anchor-link-container
