When I upload an Image/Image rendition of TIFF format and when I click on the Image it is getting downloaded instead of opening.

TIFF is not a "web friendly" format. The only formats you can use reliably are GIF, PNG and JPEG.
Please check the Format supported by browsers: https://en.wikipedia.org/wiki/Comparison_of_web_browsers#Image_format_support
if you have a static set of images then I'd recommend to convert them into some other formats.

I was able to duplicate this functionality for a TIF asset. This is not proper functionality. Other file types do not download like a TIF does.
Looks like a bug. Please open a day care ticket to file this bug.

I don't believe this is a bug. This is due to browser support for displaying TIFF files within the browser. See http://en.wikipedia.org/wiki/Comparison_of_web_browsers#Image_format_support
