Unable to edit pages and templates, no root layout container when creating template or pages

I have created a new project using maven archetype49. I am trying to check the template available, I do not see any layout container to add components in the template or pages. I am unable to edit anything.

For further reference I tried to check we-retail templates those as well are empty and  I do not see root layout container.

Please refer below snapshots.

Command used to start the instance

AEM version - 6.5

Service pack - 6.5.17

Hi have you installed service pack properly https://experienceleaguecommunities.adobe.com/t5/adobe-experience-manager/aem-local-will-not-let-me-edit-templates-as-admin/m-p/402296/highlight/true

Check if all bundle are active at http://localhost:4506/system/console/bundles

    It was an issue with unresolved dependencies in bundles. Thanks a lot for the response.
