Thumbnails for PDFs are not loading text

When content authors upload PDF files into the DAM, a thumbnail icon is generated but it's missing text when the going through the DAM update asset worklfow. (which includes the Process Thumbnails step)

 

If the content author manually runs the batch-thumbnails workflow on the PDF, the thumbnail appears correctly with the text. Is there a setting that I need to select in the Process Thumbnails step?

I found the problem - the PDF Rasterizer Handler step needs to be in front of the Process Thumbnails step in the workflow. The thumbnails are getting generated with the text now.
