the components link is disabled on the page editor.jsp

I have the link components disabled, so I cannot drag a component to a page in order to test it. Please check the picture below:

It should be something to do with permissions.

Is this happening on a particular page for a particular folder? Is this happening just for you or your entire team?

since the button components is disabled, I can not drag any component. but I dont know what "sparsys" is.
