Target is not enabled on custom components/templates

I have created 2 contexthub, and a new editable template. I created page out of this template and in the page properties > personalization tab > i have added the path for the segment and the contexthub.

I can see the contexthub on the page.

I have also created segments.

I have created the activity as well based on my segments.

But, when i select the option Targeting and get started, i dont see Target option enabled for my components.

I also added OOTB Target parsys and container components to my template's allowed component. Do i need to explicitly drag and drop the Target parsys on the page and then add my custom comp to it?
