Tag Merge is removing the old tags from publisher's crxde

I am using AEM 6.5 with latest service pack. I am facing one issue with Tag merging.

Lets say I have 2 tags

1. Tag A with a Child A

2. Tag B with a Child B

Tag A has been referenced at an unpublished page but the tag Child A has not been referenced in any page.

I merged Child A with Child B and then Tag A with Tag B. Then in the crxde of the publisher environment, the old tag child A is getting removed by the garbage collector. Is there any way to prevent that from happening?
