Site importer alternative to AEM 6.4

hi,

we are migration sites from AEM 6.1 to 6.4

one of my site was developed in site importer.

since it is deprecated in 6.2 itself.

i tried moving entire content folder as package to 6.4

but when i try to open file in my local as localhost:4502/content/globepage.html

it gets downloaded instead of opening html page.

same i tried opening images which were added in this project, also gets downloaded.

where as in aem 6.1, it was just opening the image.

Can anyone help me with this issue.

since it was pre developed site, we can not leave it without migration.

but developing it as separate project is also not possible.
