RTE Plugin for Touch UI Dialog

Is it possible to bring rtePlugin to touch UI authoring dialog instead of inline editing for text ? I am not able to control the plugins if it is in touchUI dialog. Inline editing works fine

It applicable to both AEM 6.2 and 6.3 and it also contains the package to see concepts in action
