Requires only Read Access to Web Console link.

Steps:

  1. Navigate to /system/console/configMgr
  2. Click the "edit" button next to "Apache Sling Web Console Security Provider"
  3. Add a new test users/groups to the appropriate field. 
  4. Click save
  5. For this user i have provided only read access at "/"
  6.  I am able to login to /system/console/ but and also i am able to edit the present configurations.
  7. At user level i have provided only read access to this test user.

Can you please suggest me how to block this test user to change the present/any configuration  for Web console.

This is currently not possible. Any user that has access to the system console has write access as well. Best to raise a daycare ticket asking for this functionality, as I have heard other customers asking for this.
