open in new window checkbox not working

In richtext editor component ...i gave link to a pdf so that it should open in new tab.Even though i checked the check box provided in the link tab to open in new page...but its not working. and pdf is loading in the same webpage.

even for link to webpage it happens the samething.

help me resolve this problem.

This really seems like a bug to me.  If you're going to offer the option to open in a new window in the dialog but then strip it out with XSS protection, why offer the option in the first place?  It seems like this would be a piece of functionality that is standard in any website and the default would be to allow links to open in a new window.  Now whenever Adobe updates the XSS configuration file, i may not have the latest changes because i've had to override the file just to allow for a standard HTML tag.
