nodes checked in, checkout out - what is this?

We ran into a set of issues today with a new site.  As we explored the JCR we ran into the property jcr:isCheckedOut.  It appears content cannot be edited if this property is false.  I have a few questions:  Can someone explain this property and when/where does CQ use this?  All our other sites don't seem to use this property.

It is used during versioning of node http://www.day.com/specs/jcr/2.0/15_Versioning.html
