New Campaign - Could not create page error

When I try to create a new campaign I get a "Could not create page" error.  Am I possibly missing a permission setting?

It should work following [1]. Try with admin account. If it works check your permissions for campaign structure.

Actually I re-installed a local 5.6.1 jar and was able to create a geometrix campaign.  I can't find a reference for "permissions for campaign structure".  Can yo elaborate please?
