Is it possible to set a Launch Data Element based on something stored in local storage

I would like to set a Launch Data Element based on a value saved in local storage, is this possible?

If yes, could you point me in the right direction or provide some pointers?

If I can set the Data Element, then it would be used to define an Audience.
