Is it possible to edit the jquery and bootstrap version internal to AEM  ?
if so, could anyone, kindly specify , how to do the same?

Much better to put the version you want to use in separate clientlib and include that clientlib in your site. As Kautuk pointed out - you can build components for your site using JS Libs in your apps clientlib - as shown in the login component - which uses Bootstrap. Another Bootstrap example --

I did not get your question completely. What exactly do you want to achieve? 

I mean if you want to use Bootstrap/J query for the Component you can definitely do it.

Example:- Creating a Login Component for the Experience Manager Toy Store  or Creating an Experience Manager Responsive Banner Component
