Can i deploy individual component to AEM author and publish instance ?

Is it also possible for etc/xxx ?

Deploying complete ui.apps will be tedious.

Yes - you can package up any type of JCR node you want. Use Package Manager and then the filters tab.

SO if you only to package up one component - browse to it within the Filters section in the Filter tab.
