Customer like to organize the existing webpages into the folders.
So it needs to show NEW FOLDER for website from siteadmin to content authors.We see option to add folder to websites crxde i.e ocalhost:4502//crx/de/index.jsp#/content/portal/en/ but disabled in siteadmin. How to enable this button.

The user who has appropriate (Create, Modify) access can create folder at root level as you see below at
http://localhost:4502/sites.html/content
Unfortunately, cannot create folder under pages through siteadmin console.
However, One trick can help - Create folder at root level first and then Copy/Move it later wherever you want under any page.
