How can I send a notification to user's notification inbox

How can I send a notification to a particular user group? I have a requirement to send a notification to a user's inbox of a particular user group once the scheduler runs and completes it's action. Can we send notification to a inbox without implementing workflows?  Can we send notifications to a particular user group?
