Download latest dispatcher 4.1.11 for local testing

Could you please guide me from where I can find dispatcher version 4.1.11 or latest? I tried but no luck 😞

Actually I was testing TTL on my local.

But dispatcher is not available for Windows, Apache... can see just for IIS
