Here is more information from the product team:
We only support around 7 languages for the UI but you have the option to change it through the XLIFF tool.
For content we support all right to left and multi byte character sets.
If you look at www.saudiaramco.com you will see an example of Arabic that is managed in CQ

Thats a slightly odd question title. Consider the two most prominent Unicode character encodings, UTF-8 and UTF-16. Both are multi-byte.
