Dispatcher configuration for local instance

I need to setup a local dispatcher for AEM cloud service but cannot use docker due to company policy restriction.

Do we have any other procedure to setup the local dispatcher for AEM.

Docker is the recommended way for a quick setup of dispatcher .  Otherwise you have to manually install web server ( eg:- Apache), corresponsing dispatcher module and make dispatcher related configuration changes to check the same in local instance.
