create folder greyed out

this might be an oversight on my side, but a clean installation of aem and my option to create folders here: 

http://localhost:4502/sites.html/content  is greyed out but here http://localhost:4502/siteadmin#/content  it's enabled.

is there a configuration I'm missing that enable/disables this for touch?
