The same component shows up in both the sidekick and the Touch UI side rail. You can build two dialogs as well. One for classic UI and the other for Touch UI. See this community article that will walk you through how to create a Touch UI component:

YOu can even create a component in AEM using Sightly that shows up in both Classic UI and Touch UI. See:

I am trying to create all the components and properties from scratch. Just trying to find which property will enable the components to be displayed in tocuh UI. Also I use classic UI to assign components to parsys using sidekick. Is there anyway to do the same in Touch UI ?

Once you use classic UI and design mode in Classic and then the component appears in the sidekick - it will appear in the side rail in Touch UI. I have never seen it appear only in sidekick and not the side rail.
