We are upgrading to AEM 5.6.1 and coming to comment functionality, on dev,day .com it was mentioned,

Social Communities: Customers update from versions before 5.6 will need a migration tool which will be made available shortly on Package Share with documentation to follow on docs.day.com.

do we know when adobe is supposed to release this package.?

The package is available now and can be requested by opening a daycare ticket. We like to have a conversation with each customer doing a migration to check if there are any corner cases to be considered.
