Its actually from useradmin console.
You can access the useradmin console here - http://localhost:4502/useradmin
Search for your user as shown in snap below, check the path property on your right and you should see where your user is created.

which version of AEM are you using?
Also try once by putting your user into administrator or content-authors group if you are not part of any of it and see if it works.

Try to do it with Admin user or as mentioned by Runal try putting your user to administrator group.
If problem still persist, please share the error.log.

Actually I'm just using training environment before, I also got Sandbox environment today, it's ok to change language preference.
So it means only administrator group could change language preference? Or should I setting the language preference permission group?

Ideally a user is allowed to change the language preference for his or her own. User need not belong to admin group for that.
The bare minimum permission that user needs on author is readonly access to subtrees of libs, apps, content and etc (this is needed so that at least pages render in readonly mode) and in addition the user needs complete Read, Write and Delete access on his/her profile node. See the snap below:
If you meet above conditions, then you should be able to view pages in readonly mode and also edit the language preference.
May be in your training environment, the permissions or something else was messed up and thus it was not allowing you to change the preferred language.

Do you mean where to change user rights? If so, go to http://localhost:4502/useradmin

The last question is, I created my new group in "home/groups" path, but the path is assign to "q". I can't find my user group folder.
That means when I want to edit group permission , I should set "q" folder's permission?

If you see your screenshot, then you will find save button in top left 3rd row under properties.
It will get enabled as soon as you modify anything under Properties, Group, Members, Permissions, Impersonators or Preferences Tab.
To add group to your user, here is what you need to do:

In addition, my group was assign to path "q" randomly, so I won't see my group name folder. Is that right?
(just select different permission in the screenshot)
There's some question about new user login in, maybe I should create new post for that.

and to add your user in to group you can just drag them in right group section and click save
