Can Federated login be enabled in Adobe IMS only for AEMaaCS logins and not for other experience cloud solutions ?

You should be able to use Adobe IMS to work with any of the Adobe Cloud offerings. I've helped a few clients setup IMS to work with the AEM instances managed by Adobe AMS. You should be able to work with your Adobe CSE to complete this.
If you are referring to setting up IMS with an on-prem AEM implementation, I don't think that is currently possible.
