Best place to keep aem clientlibs - etc/clientlibs or dorectly at component level?

I want to understand what is the best place to keep aem clientlibs - etc/clientlibs or directly at component level. I see WeRetail uses all it's clientlibs directly at component level (ex, /apps/weretail/components/content/carousel/clientlibs). Should it be at /etc/clientlibs location.

What is the recommendation from adobe on this?

Using clientlib at component level depends upon the requirement .

There is no as such fixed rule for this.
