All Experience fragment getting removed from Publish Instances Root path

Hi Team,

I am using AEM as cloud service  , already 10 + experience fragment and variations are present inside on a root path structure

i.e  sitexf-> en -xf1

                         -xf2

                    fr  - xf1

                        -xf2

now adobe target is got configured and being setup hence below configuration added in properties of sitexf  root path for experience fragment and published the new changes  

but after publish the root path sitexf , in publish instance all experience fragment for all lang are removed. any idea what can be reason and fix to avoid removing the experience fragment  from publish instance
