AEM- Personalization component missing from aem/start.html page

When I login through a AEM user in AEM author - aem/start.html page. I don't see the "Personalization" component on home page. But if I clear browser cache and reload the page then we see the component. Can someone help with why is this happening? I have given read permissions to all nodes in useradmin. I don't see any errors in console.

Can you go to <host>:<port>/crx/de and check if the personalization node at [1] is there?

Also, check if you have an overlayed "/libs/cq/core/content/nav" under /apps. Try to remove the overlay

[1] /libs/cq/core/content/nav/personalization
