You can download AEM jar/war file from https://licensing.adobe.com/ provided you have a valid license key and access to this portal.

Make Sure AEM instance is running on port 4502.

Verify that request to "http://localhost:4502/content/dam.json" is successful from the browser.

Which version of the desktop app are you using? Check the article at [1] for further troubleshooting

Thank you for answer, but this request http://localhost:4502/content/dam.json doesn't work. My version is 6.2. I read Technical Requirements, it needs Experience Manager Quickstart file (Standalone JAR or web-application deployment WAR). Where can I get it?

The desktop app is basically providing you a local view of AEM assets and you need to have an AEM instance running to be able to use it.

Work with your CSM from Adobe and get an AEM jar file with a valid license. Once you have it, follow the steps at [1] to install AEM and then connect it with Desktop app.
