AEM Cloud Service servlet request charset encoding always ISO-8859-1, why?

Hello Adobe experts,

 

I cannot receive Chinese query parameter in Servlet because of charset issues, but after I set Apache Sling Request Parameter Handling OSGi configuration, nothing changes, why?

 

 

Any other places required configured? Can you give me some advises? Thanks
