AEM Cloud extending OOTB Languages without having to do a deployment

We have the need to occasionally send out locales that are not OOTB. Typically we would overlay under apps with the new locale. In order to do this though in AEM Cloud, would this only be able to be done in a new deployment since you cannot write to apps? Or, is there a place I don't know about where we can do it to extend dynamically?

You need to do this under /apps and it requires a deployment as AEM Cloud does not allow any change under /apps during runtime.

What would be the drawbacks of adding /conf/setting/global to the sling resource resolver factory OSGI setting to make this happen?
