Adobe Experience Manager for Federal Government

I work for a federal government agency. We are looking into Adobe Experience Manager Forms as a Customer Relationship Management (CRM). Is Forms the best tool for CRM or is there another Adobe product that would work better? Also, does anyone know if any other federal agency uses Adobe Experience Manager Forms? The procurement of new software is a lengthy process (in the federal government), so if another federal agency is already using it, we could use their procurement package to speed thing up for us?
